My Lord,

I have the honour to transmit to Your Lordship herewith, copies of a note which I have received from the Secretary of State making application in the usual form for the extradition of the accused Kwok A Cheung charged with murder in California, and alleged to be a fugitive from justice at Hong-Kong, and requesting that he may be arrested and detained until the American officers can reach Hong Kong with the papers in the case.
